English translation
The Council of Ministers shall determine the proportion of national manpower with which non-governmental entities must comply in the various jobs and occupations. Entities that do not comply with this proportion shall be charged an additional annual fee on every work permit and work authorization granted for each non-Kuwaiti worker they request in excess of the prescribed number of non-national workers in these jobs and occupations. The Council of Ministers shall, upon the Council's proposal, issue decisions regulating this. These decisions shall specify the non-governmental entities and classifications of jobs and occupations to which the provisions of this Article apply, the proportion of national manpower with which compliance is required, the amount of the fee and the manner of its collection. The Council of Ministers must review the proportion and the fee at least once every two years, and may decide to increase the fee if the non-governmental entity fails to comply with the proportion previously determined by the Council of Ministers.

يحدد مجلس الوزراء نسبة القوى العاملة الوطنية التي تلتزم بها الجهات غير الحكومية
في الوظائف والمهن المختلفة ويفرض على الجهات التي لا تتقيد بهذه النسبة رسم
اضافي سنوي على كل تصريح عمل واذن عمل يمنح لكل عامل غير كويتي تطلبه
زيادة على العدد المقرر للعمالة غير الوطنية في هذه الوظائف والمهن.
ويصدر مجلس الوزراء بناء على اقتراح المجلس القرارات المنظمة لذلك وتحدد هذه
القرارات الجهات غير الحكومية وتصنيفات الوظائف والمهن التي تسري عليه أحكام
هذه المادة ونسبة القوى العاملة الوطنية المطلوب التقيد بها ومقدار الرسم وكيفية
تحصيله.
وعلى مجلس الوزراء ان يعيد النظر مرة كل سنتين على الاقل في النسبة والرسم وله
ان يقرر زيادة الرسم في حالة عدم التزام الجهة غير الحكومية بالنسبة التي سبق ان
