English translation
The Council of Ministers shall determine the proportion of national manpower with which every person who obtains from the Government a plot of land or any other benefit in kind or financial benefit for the purpose of assisting that person in practising a craft or profession or conducting an industrial, commercial, professional or agricultural activity must comply. An additional annual fee shall be imposed on entities that do not comply with this proportion, in accordance with the provisions of Article 9 of this Law.

يحدد مجلس الوزراء نسبة العمالة الوطنية التي يجب ان يلتزم لها كل من يحصل من
الحكومة على قسيمة او أي ميزة عينية او مالية اخرى بهدف مساعدته في ممارسة
حرفة او مهنة او مباشرة عمل صناعي او تجاري او مهني او زراعي ، ويفرض على
الجهات التي لا تتقيد بهذه النسبة رسم اضافي سنوي وفقا لما هو وارد بالمادة 9 من
