The two parties to the dispute are prohibited from stopping work, wholly or partially, during direct negotiation proceedings or proceedings before the Conciliation Committee or the Arbitration Panel, or by reason of the competent Ministry’s intervention in disputes pursuant to the provisions of this Part.
