Article 34 of Private Sector Labour Law

An employer contracted to execute a government project or employing its workers in areas remote from inhabited areas shall provide suitable accommodation for the workers, as well as means of transportation to areas remote from inhabited areas, free of charge. If accommodation is not provided, they shall be granted an appropriate housing allowance. The areas remote from inhabited areas, the conditions for suitable accommodation, and the housing allowance shall be specified by a decision of the Minister. In all other cases in which an employer is obliged to provide accommodation for its workers, the provisions of the decision stipulated in the preceding paragraph concerning the conditions for suitable accommodation and the determination of the housing allowance shall apply to that employer.
