English translation
The applicant, if an order rejecting his application is issued, and the person against whom the order is issued shall have the right to lodge a grievance before the competent court, unless the law provides otherwise. The litigant against whom the order is issued shall, instead of lodging a grievance before the competent court, have the right to lodge a grievance before the same judge who issued the order. The pendency of the original action before the court shall not preclude this. The grievance shall be brought through the ordinary procedures for instituting an action. It may be brought as ancillary to the original action through the procedures for bringing incidental claims. The grievance must state its grounds; otherwise, it shall be void. The grievance shall be adjudicated by upholding, amending or setting aside the order. This judgment shall be subject to challenge by the methods of challenge prescribed for judgments.
