Article 284 of Code of Civil Procedure

If the enforcement proceeds are insufficient to satisfy all the entitlements of the attaching creditors and those deemed parties to the proceedings, the person holding those proceeds must immediately deposit them in the treasury of the Enforcement Department, accompanied by a statement of the attachments imposed in his hands. If he refuses to make the deposit, any interested party may request the judge of urgent matters to compel him to do so, specifying a date for the deposit. If he does not deposit them within that time limit, compulsory enforcement against his personal assets shall be permissible. If the attaching creditors do not agree with the debtor and the possessor on the distribution of the proceeds among them during the week following the deposit referred to in the preceding paragraph, they shall be distributed among them in accordance with the following provisions. Distribution among holders of preferential debts and holders of registered rights shall be according to the order of their ranks specified by law.
