Article 36 of Traffic Law

Without prejudice to the measures prescribed in this Law or any more severe penalty in any other law, anyone who commits any of the following acts shall be punished by a fine not exceeding seventy-five dinars and not less than forty-five dinars, or either of these two penalties: 1. Taxis or public passenger transport vehicles (buses) violating the maximum passenger limit, refusing without justification to transport passengers, or charging a fare greater than that prescribed. 2. Leaving animals on public roads unguarded, or their keeper or driver violating traffic rules, or neglecting to supervise or drive them. 3. Pedestrians and riders of ordinary bicycles (electric or pedal-powered) violating traffic rules. 4. Driving a motor vehicle without carrying the vehicle operating licence, a driving licence or any other permit required by this Law or its Executive Regulations and implementing decisions. 5. Driving a motor vehicle without switching on the necessary lights. 6. Leaving a vehicle or its wreckage abandoned anywhere on roads or their sides. 7. The motor vehicle driver allowing passengers, objects or animals on any external part thereof contrary to the purpose for which it is licensed. 8. Driving a motor vehicle lacking any of the safety and roadworthiness requirements specified by the Executive Regulations of the Traffic Law or their implementing decisions. 9. Deliberately disrupting or obstructing traffic on public roads. 10. Use of the public road by pedestrians and drivers of all types of vehicles in a manner obstructing traffic without a permit issued by the General Traffic Department or in violation of the permit conditions. 11. Parking transport vehicles, trucks, industrial, construction and agricultural vehicles, mobile vehicles selling goods, beverages and food or any other commercial activity within or near residential areas and public, vital and petroleum facilities contrary to the permit issued to them for that purpose by the competent authorities, as well as parking all types of vehicles in places allocated to or owned by others. 12. Violating towing conditions as specified by the Executive Regulations and regulatory ministerial decisions. 13. Failing to report to the competent authorities when an accident occurs resulting in damage to public property or others. (1)
