Article 3 of Law Establishing the Constitutional Court

The President of the Court shall call its members to convene whenever necessary and shall notify them of the date and place of the meeting sufficiently in advance of the scheduled time. The agenda and the documents relating thereto must be attached to the letter of invitation. The Court shall not validly convene unless all its members are present, and judgments shall be issued by a majority of the opinions of those present. The judgment must contain its reasons in detail, with the minority opinion or opinions and the reasons on which they are based attached. Judgments and their attachments shall be published in the Official Gazette within two weeks of their issuance.
