Article 11 of Child Rights Law

The persons charged with reporting a birth are: a- The child's father, if present. b- The child's mother, provided that the marital relationship is proven in the manner specified by the Executive Regulations. c- The lawful guardian. d- The director and hospitals, health centres, correctional institutions and other places where births may occur. Those charged with reporting shall be liable for failure to report within the prescribed time limits, and reports may not be accepted from persons other than those mentioned above. The competent physicians must provide a certificate of the births they attend, confirming the occurrence of the birth, its date, the name of the newborn's mother and its sex. The Ministry of Health must also issue certificates with the same content after the newborn's medical examination certificate has been signed.
