English translation
In all cases, if the person responsible for pollution reoffends within five years from the date of the first violation and commits any violation of the provisions of Chapter One of Part Four of this Law, the penalty shall be doubled, and the reconciliation rules stipulated in this Chapter shall not apply to him.

في جميع الأحوال إذا عاد المسئول عن التلوث خلال خمس سنوات من تاريخ المخالفة
الأولى وارتكب أى مخالفة لأحكام الفصل الأول من الباب الرابع من هذا القانون
