Article 7 of Environmental Protection Law

The Authority shall be competent to undertake all activities and tasks that ensure the protection of the environment in the country, particularly the following: 1 - Establishing and implementing the State's general policy concerning environmental protection and establishing strategies and action plans to protect the environment, conserve natural resources and ecosystems, and achieve sustainable development objectives, including the scientific, environmental and health standards appropriate for human living, industrial and urban expansion, and the exploitation of natural resources, in a manner ensuring the preservation of workers' health, the safety of all facilities and the work environment, environmental protection, and the preservation of environmental balance generally. 2 - Preparing and supervising the implementation of integrated action plans covering everything relating to environmental protection in the short and long term, in coordination with the concerned State agencies in light of environmental policies. - The Authority's supervision over over activities, procedures and practices concerned with environmental protection, and their monitoring and evaluation. - Defining pollutants, determining standards environmental quality, preparing draft laws, regulations, systems and requirements concerning environmental protection, monitoring their implementation, and establishing the controls necessary to prevent, reduce and combat environmental pollution, in coordination with the concerned State entities. 。 Preparing and participating in directing and supporting research and studies in the field of environmental protection, conservation of its resources and achievement of environmental development, and following up the evaluation of their results and the implementation of recommendations arising from them through the concerned State entities. 6 - Identifying problems arising from environmental pollution and degradation in cooperation with local and international institutions concerned with the environment, proposing appropriate solutions to them and following up their implementation. - Studying regional and international agreements concerned with environmental affairs and expressing the opi concerning accession to them in coordination with the concerned entities, and cooperating and coordinating with these organizations concerning implementation of the provisions of these agreements. - Following new developments in international law in the field of environmental protection. 9 - Coordinating the State's relations with international and regional organizations concerned with environmental affairs. - 10 Establishing the general framework for environmental education, instruction and awareness programmes, raising environmental awareness and achieving positive societal participation in environmental protection. 11 - Developing and implementing comprehensive environmental surveys and continuous monitoring programmes for environmental standards and indicators in all environmental sectors, conducting environmental monitoring and measurement operations, and continuously monitoring environmental quality. 12 - 13 Establishing a comprehensive plan to confront environmental disasters and taking the necessary measures to confront them in times of war and peace, in coordination and cooperation with the concerned entities. Establishing an integrated action plan to support civil society institutions and working to train sectors of society in methods and means of environmental protection, in cooperation with the concerned entities. 14 - Preparing a system for environmental impact assessment of the State's various projects and developing the guidance Law Index 284 Home Page Environmental Protection Law Law No. 42 of 2014 concerning Environmental Protection guidelines and necessary procedures, and expressing an opinion concerning them before their implementation is approved by the concerned entities. 15 - Studying environmental reports submitted to it on environmental conditions in the country and taking the necessary action concerning them, and preparing an annual report covering both the general environmental situation and the environmental performance of State institutions in the State of Kuwait. 16 Granting approval to companies, institutions and consultancy offices specialized in preparing environmental impact assessment studies, providing environmental consultations or environmental auditing, and entities working in the field of environmental services and laboratories, to practise these activities. 17 - Establishing and developing a comprehensive environmental database for the State, working to improve environmental decision-making mechanisms, achieving electronic linkage with State institutions and exchanging data among them. 18 - Preparing environmental data and indicators concerning the State of Kuwait and publishing them in the official reports and statistics of the Authority and related entities inside and outside the country. 19 - Establishing the standards and requirements that owners of projects and establishments must implement, and taking the measures provided for by law against violators of these standards and conditions.
