Article 82 of Environmental Protection Law

The owner of a ship carrying polluting substances, as well as oil and harmful-substance storage and transport equipment operating in the prohibited marine areas stipulated in Article (68), must submit to the competent authority a financial guarantee or bank guarantee to cover civil liability for marine pollution damage in accordance with the rules specified by the Executive Regulations of this Law. A valid guarantee certificate must be submitted to the competent authority upon the ship's entry into the territorial waters of the State of Kuwait.
