English translation
Anyone who possesses, brings in, smuggles, purchases, produces, or manufactures narcotic or psychotropic substances or preparations, or cultivates a plant among the plants specified in Schedule No. (5) of the first group annexed to this Decree-Law, in circumstances other than those legally authorised and without any of the intents provided for in this Decree-Law being present, shall be punished by imprisonment for a term not exceeding ten years and a fine not exceeding ten thousand dinars. The penalty shall be imprisonment for a term not exceeding fifteen years and a fine of not less than five thousand dinars and not exceeding ten thousand dinars if the crime occurs in prisons, police stations, rehabilitation or addiction treatment centres, places of worship, places designated for education, or sports clubs.

يعاقب بالحبس مدة لا تجاوز عشر سنوات وبغرامة لا تجاوز عشرة آلاف دينار كل
من حاز أو جلب أو هرب، أو اشترى ، أو أنتج، أو صنع المواد، أو المستحضرات
المخدرة، أو المؤثرة عقلياً ، أو زرع نباتا من النباتات المبينة في الجدول رقم (٥)
من المجموعة الأولى المرفق بهذا المرسوم بقانون، وذلك في غير الأحوال المرخص
بها قانوناً، ودون توافر أي من القصود المنصوص عليها في هذا المرسوم بقانون.
وتكون العقوبة الحبس مدة لا تجاوز خمس عشرة سنة وبغرامة لا تقل عن
خمسة آلاف دينار ولا تجاوز عشرة آلاف دينار إذا وقعت الجريمة في السجون، أو
مراكز الشرطة أو التأهيل ، أو العلاج من الإدمان أو في دور العبادة، أو في الأماكن
