Article 25 of Anti-Money Laundering Law

The Council of Ministers shall, upon a recommendation from the Minister of Foreign Affairs, issue the decisions necessary to implement United Nations Security Council resolutions issued under Chapter Seven of the Charter of the United Nations concerning combating terrorism, its financing and the financing of proliferation of weapons of mass destruction, including decisions concerning listing or delisting, freezing funds and other assets, and prohibiting dealings with natural or legal persons, without prejudice to the rights of bona fide third parties. Decisions issued in this regard shall take effect from their date of issuance. The Council of Ministers may delegate to a minister the exercise of its competence provided for in the preceding paragraph. The delegated minister may also, unless otherwise provided in the delegation decision, entrust a special committee with exercising the delegated powers, as he determines in this regard. The Executive Regulations issued to implement the provisions of this article shall specify the rules for publishing or making available the aforementioned decisions, the provisions governing challenges thereto, the rules for managing frozen funds and assets, and authorization to release specified amounts or values thereof to cover necessary living expenses and other financial obligations, in a manner ensuring that their use is confined to their purposes, as well as all other controls and procedures necessary to implement the provisions of this article ‘Ayn ».
