Article 131 of Capital Markets Authority Law

The Authority may, at any stage of the criminal proceedings and until a final and unappealable judgment is issued therein, offer or accept a settlement with any person who has committed an offence stipulated in this Law, in return for payment of an amount no less than the prescribed minimum fine and no greater than its maximum. Settlement in the offences stipulated in Articles 122, 124, 126, 127 shall require, in addition to payment of the aforementioned consideration, restitution of the value of any benefit obtained or losses avoided, and that the accused not be a repeat offender. The Authority shall determine the period within which the accused must fulfil the conditions of settlement in accordance with the foregoing rules. If settlement is completed, the criminal proceedings shall be extinguished.
