Article 67 of Telecommunications Regulatory Authority Law

Anyone who publishes or disseminates the content of any communication through a public or private communications network, or a telephone message of which he became aware by virtue of his position, or records it without legal basis, shall be punished by imprisonment for a term not exceeding one year and a fine not exceeding five thousand dinars and not less than two hundred Kuwaiti dinars, or by either of these two penalties.
