English translation
a - Anyone who establishes, operates or manages a public telecommunications network for the purpose of providing public telecommunications services contrary to the provisions of this Law shall be punished by imprisonment for a term not exceeding three years and a fine not exceeding fifty thousand and not less than five thousand dinars, or either of these two penalties. b - Anyone who establishes, operates or manages a private telecommunications network contrary to the provisions of this Law shall be punished by imprisonment for a term not exceeding one year and a fine not exceeding five thousand dinars and not less than five hundred dinars, or either of these two penalties.

أ - كل من أنشأ أو شغل أو أدار شبكة اتصالات عامة بهدف تقديم خدمات اتصالات
عامة خلافاً لأحكام هذه القانون ، يعاقب بالحبس مدة لا تزيد على ثلاث سنوات
وبغرامة لا تزيد على خمسين ألف ولا تقل عن خمسة آلاف دينار أو بإحدى هاتين
العقوبتين.
ب - كل من أنشأ أو شغل أو أدار شبكة اتصالات خاصة خلافاً لأحكام هذا
القانون يعاقب بالحبس مدة لا تزيد على سنة وبغرامة لا تزيد على خمسة آلاف دينار
