English translation
An application previously submitted to the Committee concerning the same subject and on which it has issued a decision shall not be accepted, unless facts or evidence emerge that were not presented to it. The Committee may entrust the examination of applications to such of its members or employees as it selects. They shall then be presented to it for a decision accepting or rejecting them. The fee prescribed in Article (17) of this Law shall be imposed on these applications even if they are not accepted.

لا يقبل طلب سبق تقديمه أمام اللجنة بذات الموضوع وأصدرت قرارا فيه،
ما لم تظهر وقائع أو أدلة لم تكن معروضة عليها.
ويجوز أن تعهد اللجنة إلى من تختاره من أعضائها أو موظفيها بفحص الطلبات،
ثم تعرض عليها لتصدر قرارا بقبولها أو رفضها، ويفرض على هذه الطلبات
