Contracts for employing public employees. Administrative contracts and considered among the administration's means of operating public services. - Positions that do not require a specialized qualification: non-Kuwaitis may be contracted for them only under a lump-sum salary contract. Other positions requiring a specialized qualification are contracted for in accordance with either the second or third contract annexed to Civil Service Council Decision 6/1979.
