Article 51 of Law No. 12 of 1963 concerning the Rules of Procedure of the National Assembly

Committees shall convene upon an invitation from their chairmen or upon an invitation from the Speaker of the Assembly, and must be invited to convene if one-third of their members so request. The invitation to the committee shall be issued at least twenty-four hours before its meeting, and members shall be notified of the meeting's agenda.
