English translation
1 - Mandatory pricing laws and decisions shall not apply to sales concluded before they take effect, even if the price falls due on a later date. 2 - As for sales concluded while these laws and decisions are in effect, the specified price may not be exceeded; otherwise, the buyer may refuse to pay the excess or recover it, even if otherwise agreed.

١ - لا تسري قوانين التسعير الجبري وقراراته على ما انعقد من بيوع قبل سريانها
ولو كان الثمن مستحقا في تاريخ لاحق.
۲ - اما ما انعقد من بيوع اثناء سريان هذه القوانين والقرارات فانه لا يصح فيها
مجاوزة الثمن المحدد والا جاز للمشتري ان يمتنع عن دفع الزيادة او ان يستردها
