Article 11 of Code of Civil Procedure

A person residing outside the State of Kuwait may validly be served through his email or any modern electronic means of communication known to the applicant for service; otherwise, he shall be served at his known domicile abroad, and the service papers shall be delivered to the Public Prosecution for transmission to the Ministry of Foreign Affairs for delivery through diplomatic channels. Service shall produce its effects when the copy reaches the person served. Nevertheless, the time limit shall be deemed observed from the time the papers are delivered to the Public Prosecution. If the domicile or place of work of the person to be served is unknown, a copy of the document shall be delivered to the Public Prosecution.
