Article 10 of Traffic Law

The vehicle owner shall notify the competent department at the General Traffic Department in writing within ten days from the date of changing his place of residence recorded in its registers, or the loss or damage of the motor vehicle operating licence, stating his desire to obtain a replacement. If the original licence is found, it shall be returned to the competent department at the General Traffic Department. Before making any change to the purpose for which the vehicle is used or to the vehicle's colour, or replacing any essential part thereof resulting in a change to the particulars of the licence, the vehicle owner shall obtain written approval from the competent department at the General Traffic Department.
