Article 7 of Traffic Law

For any vehicle to be licensed, it must satisfy the safety and roadworthiness conditions specified by the Executive Regulations of this Law or determined by the Minister of Interior by a decision issued by him. The competent section of the General Directorate shall technically inspect the vehicle at the time and place it designates. If the vehicle is found to be unfit or not to satisfy the safety and roadworthiness conditions, the applicant shall be notified in writing of the rejection of his application, stating the reasons. As an exception to the foregoing, a ministerial decision may entrust certain automobile workshops with conducting the said technical inspection in respect of private automobiles provided for in item (1), paragraph (First), of Article (3). The Executive Regulations shall specify the rules and procedures for inspection. Article 8 (3) Every motor vehicle must, while travelling, carry two plates issued by the competent section of the General Directorate of Traffic upon completion of the licensing procedures, placing one at its front and the second at its rear. For trailers and semi-trailers, placing a single plate at the rear shall suffice. The plates must always be visible and their particulars clear so that they can be read from an appropriate distance. Their location may not be changed, nor may the plates be used except for the vehicle for which they were issued. Replacing the plates or changing their particulars or form is prohibited. The Minister of Interior shall issue a decision specifying the types and specifications of plates, as well as the conditions for selling the right to use some of them and the amount of the fees payable thereon. Article 9 (4) The vehicle owner must return the plates to the General Directorate of Traffic if the vehicle is dispensed with, its licence expires or is withdrawn, or it is permanently exported outside the country. In the event of their loss or damage, or the loss of one of them, he must notify the General Directorate of Traffic immediately. If the original licence is found, it must be returned to the competent entity at the General Directorate of Traffic. Before making any change to the purpose for which the vehicle is used or to the vehicle's colour, or replacing any essential part thereof resulting in a change to the particulars of the licence, the vehicle owner must obtain written approval from the competent entity at the General Directorate of Traffic. Article 10 bis (1) Automobile repair workshops and all other tradespeople working in this activity are prohibited from accepting the undertaking of any repairs to any vehicle resulting from an accident except after presentation of written permission therefor issued by the competent entity at the Ministry of Interior. The procedures to be followed in this regard shall be determined by a decision of the Minister of Interior.
