Article 11 of Traffic Law

In the event of transfer of ownership of a vehicle, its owner shall notify the General Traffic Department thereof, attaching to his notification a copy of the instrument establishing the transfer of ownership. The new owner shall apply for transfer of the licence into his name. The notification, the application for transfer of the licence and all its procedures must be completed within ten days from the date of the disposition transferring ownership. Otherwise, the licence shall be deemed cancelled from the day following the expiry of that period. The licence may not be transferred until payment of the due on the vehicle, as well as payment of the fines adjudged up to the date of transfer of the licence. The vehicle's owner shall remain jointly and severally liable with the new owner for implementing the provisions of this Law until the date of transfer of the licence or until the vehicle's metal plates are returned to the competent section of the General Traffic Department. The Executive Regulations shall specify the procedures for transfer of the licence and the conditions for acceptance of the document proving ownership required therefor.
