Article 24 of Electronic Transactions Law

The activity of issuing electronic certification certificates may not be carried on except after obtaining a licence from the competent authority in accordance with the procedures, conditions and safeguards specified in the Executive Regulations of this Law, and the licensee shall be responsible for the proper implementation of these procedures, conditions and safeguards. The authority shall undertake the accreditation of foreign entities competent to issue electronic certification certificates. In this case, these certificates shall have the same evidentiary weight prescribed for similar certificates issued by their domestic counterparts, all in accordance with the rules and procedures prescribed by the Executive Regulations.
