In addition to the penalties prescribed for the offences mentioned in Articles 9, 10, 11, 12, the perpetrator shall be sentenced to removal from office, restitution and a fine equivalent to twice the value of the funds, benefit or profit that he embezzled or appropriated, or facilitated another's doing so.
