Article 143 مكرر of Environmental Protection Law

Anyone who dumps rubbish or waste of any kind on public beaches and Kuwaiti islands shall be punished by a fine not exceeding ten thousand Kuwaiti dinars. 1( Added by Law No. 99 of 015 2. The owner of a small boat whose users dump rubbish or waste of any kind in the marine environment shall be punished by a fine not exceeding ten thousand Kuwaiti dinars. If the act is repeated, the same penalty and confiscation shall be imposed. The owner of a medium-sized, commercial or personal boat shall also be punished by a fine not exceeding thirty thousand Kuwaiti dinars if its users dump rubbish or waste of any kind in the marine environment. If the act is repeated, the same penalty and confiscation shall be imposed. The owner of an oil tanker or commercial ship shall be punished by a fine not exceeding one million Kuwaiti dinars if the ship’s crew dump rubbish or waste of any kind in the marine environment. The penalty shall be doubled if the act is repeated. In all cases, the Authority may detain the boat or ship until the adjudged fine is paid, provided that the proceeds of the aforementioned fines accrue to the Environmental Protection Fund.
