Article 14 of Law on the Practice of Medicine and Allied Health Professions

English translation

A physician may not refrain from treating or assisting any sick or injured person and providing such care as that person may need, unless that person's condition falls entirely outside his specialty or he has serious and reasonable grounds and justifications for such refusal. This is except in emergency cases, in which the physician must provide the necessary medical assistance and administer first aid to the sick or injured person, unless he has ascertained the presence and follow-up of specialized physicians capable of providing the medical service and health care needed by the sick or injured person.
