English translation
No rules issued by a clearing agency, or any amendment thereto, whether by withdrawal, replacement, alteration, or addition thereto, shall take effect unless approved by the Authority. The clearing agency must submit to the Authority the reasons and objectives that prompted it to propose these rules or their amendment, and indicate their intended effects. The Authority may accordingly decide to approve, disapprove, or amend them, and shall notify the clearing agency in writing of its decision within a maximum period of one week from the date of the decision.

لا تسرى أي قواعد صادرة عن وكالة المقاصة أو أى تعديل عليها، سواء كان ذلك
بسحبها أو إستبدالها أو تغييرها أو الإضافى عليها، مالم يتم إعتمادها من قبل الهيئة،
وعلى وكالة المقاصة أن تقدم للهيئة الأسباب والأهداف التي دعتها لاقتراح هذه
القواعد أو تعديلها، وأن تبين الآثار المرجوة لها. وللهيئة أن تقرر بناء على ذلك
موافقتها أو عدم موافقتها أو تعديلها وأن تخطر وكالة المقاصة كتابة بقرارها خلال
