Article 109 of Code of Criminal Procedure and Trials

Criminal proceedings may not be instituted except upon a complaint by the victim in the following offences: First: Offences of insult, defamation and disclosure of secrets. Second: The offence of adultery. Third: Offences of abducting females. If the victim is a minor, his legal guardian may submit the complaint on his behalf. If this is not possible, the Public Prosecutor shall take the guardian's place in this respect.
